1. Paymavo — unlimited free plan, built for Canada

For Canadian freelancers, the limitation is tax setup. Wave does not pre-load Canadian provincial tax rates. You can configure GST, HST, and PST manually in your account settings, but QST requires extra steps, and rates are not province-aware by default. Once configured, taxes work correctly — the setup just is not automatic.
The Starter plan is limited to one user. If you work with a bookkeeper or business partner, you will need the Pro plan at $25 CAD/month.
Payment processing is optional and available in Canada. If you activate it, fees apply: 2.9% + $0.60 per credit card transaction, or 1% for bank transfers. You only provide payment details when you activate payments — not at signup.

Canadian taxes require manual configuration. Like Wave, Zoho Invoice does not pre-load provincial rates. You set up GST, HST, or QST once in settings, and they apply correctly to subsequent invoices.
All documents sent from the free plan include "Powered by Zoho Invoice" branding. There is no way to remove it without an upgrade.

4. iBill.ca — most complete free plan available in Canada

iBill.ca is currently making its entire platform available for free during its launch phase. That means unlimited invoices, unlimited clients, double-entry accounting, financial statements, bank reconciliation, client portal, time tracking, and CRA-ready tax reports — all at $0, with no credit card.
Canadian tax handling is native: select the province and iBill calculates the correct rate automatically. Multi-currency is supported (CAD, USD, EUR, GBP).
The caveat: iBill.ca is transparent that paid plans will be introduced eventually. Existing free users will receive advance notice and early-adopter pricing terms. For now, it is the most feature-complete free option on this list.
The platform is in English only. There is no French interface, which matters for Quebec freelancers who invoice in French.
5. Momenteo — bilingual, built for Quebec freelancers

The free plan's limitation is significant: you can only invoice two active clients at a time. For freelancers with three or more regular clients, the free tier becomes a constraint quickly. The paid START plan ($10/month billed monthly, or roughly $8/month on annual billing) raises the limit to 5 clients.
If you have one or two regular clients and need bilingual, QST-correct invoicing, Momenteo's free plan is a genuine fit. The interface is clean, onboarding is fast, and the French invoice output is correct without any configuration.
What "free" actually costs you
Every tool on this list has $0 in monthly fees. But choosing the wrong one has indirect costs.
Configuration time. Wave and Zoho Invoice require manual tax setup. Getting Canadian rates wrong means issuing corrected invoices — which takes time and looks unprofessional. Tools with native Canadian tax handling (Paymavo, iBill.ca, Momenteo) eliminate this entirely.
Branding. Zoho Invoice adds "Powered by Zoho Invoice" to every document. For some freelancers, that is a significant trade-off on professionalism.
Scalability. Momenteo's 2-client limit and Zoho Invoice's 500-invoice cap mean you may need to migrate to a different tool as your business grows. Migrating client data and invoice history is painful.
